The Department of Censuses,
Household Surveys, and Statistical Methods specializes in the design
and implementation of statistical methods, standards, and procedures
for the conduct of population, housing, and establishment censuses,
and household surveys. In addition, it provides central project
coordination/project management for these censuses and surveys. The
technical staff in this department consists principally of
statisticians such as mathematical statisticians, data collection
specialists, and other census/survey methods specialists. The
Department works cooperatively with other departments to achieve QSA
goals.

The Department is
the central source for survey design and methodology, data
collection, and pre-computer processing for national censuses and
surveys in the State of Qatar. It controls all operational aspects
and ensures data quality from the design stage through the
tabulation stage. |

Conduct an
efficient, high-quality population, housing and establishment census
that will provide important sociodemographic information and serve
as a basis for survey frames. (NSDS Strategic Goals 1, 2, 7.5)

Work with other departments to establish a coordinated, multi-year
household survey program, to cover multiple topics and to support
time series. (NSDS Strategic Goals 1, 7.5)

Continually improve statistical products to satisfy data user
needs. Ensure that production meets quality framework requirements
of accuracy, relevance, usefulness, timeliness, accessibility,
integrity, and comparability. Implement sound, internationally
recognized methodologies, classifications and standards. (NSDS
Strategic Goals 2, 7.5)

Implement state-of-the-art tabulation, documentation, and
archiving tools for microdata, aggregate data, and metadata. Adopt
efficient state-of-the art technologies and automated tools to
improve efficiency and accuracy of data collection and data
processing systems. Automate manual operations to improve accuracy
and timeliness. (NSDS Strategic Goals 2, 7.5)

Develop the potential of employees through training to enhance
technical knowledge, skills and abilities. Build project management
skills. Instill a desire for high quality. (NSDS Strategic Goals 2,
3)

Develop relations with respondents in order to increase
cooperation, response rates, operational efficiency, timeliness, and
data quality. Address issues of response burden, confidentiality,
and motivation. (NSDS Strategic Goal 4) |
