The Shared Services Dept. is concerned with the provision of financial and administrative support as well as facilitating the task of the Authority and the organizational units to ensure the accomplishment of the various programmes. In addition, it provides the Authority with the needed labour force, training, equipment, supplies and the administrative services necessary for performance. It also assumes the preparation and management of the annual budget, the conservation of a general accountability system, the preparation of financial reports, the management of salaries as well as other financial processes.

bullet Strengthen capability in QSA to produce and deliver quality statistical products through improvements in infrastructure, administrative processes, and human and material resources. (NSDS Strategic Goals 3, 7.1, 7.2)

bullet  Develop a human resource management plan that takes into account organizational structure, workforce planning, recruitment and selection, training and development, retention, and performance management to ensure a good fit between the intended statistical development strategies and the characteristics of the workforce that will implement it. bullet Adapt and implement the Capacity Building Initiative, which was designed as part of the national Public Sector Development Project as a foundation for a comprehensive human resources strategy and corporate culture building in the State of Qatar. (NSDS Strategic Goal 3)
 
bullet Help promote the core organizational values in human resources practices, a culture rooted in high performance expectations and achievement of organizational goals, and a culture focused on employee support and encouragement, responsiveness to employee needs, and recognition of employee accomplishments. bullet  Develop competitive remuneration and incentives to encourage staff retention. (NSDS Strategic Goals 3, 7.2)
 
bullet Develop performance management systems (standards, evaluation) and promotion programs; create an environment of equal opportunity based on merit (performance) and equal pay for equal work. Link pay and rewards to performance and performance evaluations. (NSDS Strategic Goals 3, 7.2)
 
bullet Create performance improvement programs and other remedies for inadequate performance. (NSDS Strategic Goals 3, 7.2)
 
bullet  Develop a human resource information database to enable the management, reporting and analysis of all employee information; provide data to administer benefits, career growth and development; to integrate HR information with payroll and accounting systems; and to manage applicants and CVs; and to help individual employees track their personal HR information.
